As your newly-elected President of Spyglass Landing HOA, I, personally, wish to thank the homeowners for electing a talented, diverse, competent and knowledgeable BOD. I look forward to working together with them to preserve, protect and enhance the quality of life at Spyglass Landing. We are committed to exercise our Fiduciary Duty: heightened responsibility to be honest, impartial, financially responsible and loyal to the homeowners of Spyglass Landing.
At the Reorganization Meeting of the Board on November 5, the following action was taken. Your new officers of the Board are:
1 Richard Cooley, President – Two-year Term, liaison to Ground Effects ; plowing and snow removal contract
2 Gerald Covey, Vice President – Three-year Term, liaison to Landscape Committee
3 Sharon Hargraves, Treasurer – One-year Term, liaison to Finance Committee
4 Richard Udden, Director at Large – Three-year Term, liaison to WWTP
5 James Happeny – Director at Large – Two-year Term, liaison to Rules
& Regs Committee
The newly-elected Board adopted “Robert’s Rules of Order” for Parliamentary Procedure and established a 10-Minute “Homeowner’s Forum” at the beginning of each Board Meeting for informal homeowner input. This will give our homeowners an opportunity to speak at meetings. If a homeowner wishes to formally be placed on the agenda at a Board meeting, to present a concern, advance a program or make an appeal, they merely call or e-mail Jeff Robinson at CCM at least a week before the meeting and state their purpose.

The duty of the Board is to conduct the business of the corporation, set policy and direct the affairs of the HOA. As the policymaking body, the Board has the authority over the maintenance, administration and financial well being of the association. The Board will allow management to manage. Homeowners should direct their concerns to the Board through management. Boards have principal functions, none of which should involve the day to day management of the corporation. Examples of the Board’s duties: Approve budgets, set policy and establish goals and objectives for the community. Establish effective communications with the membership through a newsletter. Structure committees, give them objectives and guidelines, review and approve their product. Obtain the most cost effective, quality management structure possible and then evaluate their work product. Establish performance standards for contractors and give management responsibility to communicate effectively to meet these standards. Homeowners should respect the Board’s responsibility to take care of business and understand that they do not have the background on the issues and do not hold the ultimate responsibility for the decisions being made. Although the homeowners do not participate in the business portion of the meetings, they have the opportunity to speak at meetings during the “Homeowner’s Forum” portion at the beginning of the meetings.
